Title and meta description written to earn the click, with the keyword and a clear benefit.
On-page SEO is optimizing each page itself so it matches what people search for and convinces them to act. It covers the title tag, meta description, headings, body content, internal links, images and calls to action. For local businesses the focus is service pages, because those are the pages that bring calls.
On-page SEO covers everything on the page that search engines and visitors read. The title and description shape whether someone clicks your result. The headings and content decide whether Google sees the page as the best answer. The calls to action decide whether a visitor becomes a lead.
Good on-page SEO reads naturally. The main keyword appears in the title, the H1, the first paragraph and one subheading. After that, natural variations and related terms do the work. Repeating the exact phrase does not help and makes the page worse to read.

I'm an independent consultant, so the standards below are mine, in writing, for every client.
Aim for around 60 characters so it is not cut off in most results. Put the main keyword near the start and add a clear benefit or your brand. Google sometimes rewrites titles, which happens less when the title accurately describes the page.
One main keyword per page, supported by two to six close variations. If two pages target the same keyword, they compete with each other and both rank lower. Combine them or give each a clearly different focus.
No. Google lists writing to a word count as a warning sign. Cover what a customer needs to decide, then stop. A short page that answers fully can outrank a long page padded with repetition.
Review each service page at least once a year, and whenever prices, services or areas change. Update facts that have changed rather than changing dates. Pages with current, accurate details convert better and are safer for search engines to show.
